Meet Pastor Billy
Lead Pastor
Billy Lowe previously served as a Pastor at The Summit Church in Durham, NC for 5 years. He is married to his wife Allison and they have four children, Emma, Addyson, Elliot, and Keller.
Billy grew up in Central Florida and went on to play football at both Northern Illinois University and Georgia Southern University. He was a student at Reformed Theological Seminary in Charlotte where he worked on a Masters of Theology in Biblical Studies.
It was during his time at the Summit Church that God called him to plant a church. Years of sitting under the teaching of Pastor JD Greear and being a part of a “sending church” moved Billy and Allison’s hearts to plant a church. Through years of discernment, Billy came to the conclusion that it would be selfish to stay and not multiply the lessons he learned at the Summit Church. They believe that God’s church is his “plan A” and they want to give their lives to pastoring a healthy church in Alpharetta, GA. Billy is passionate about preaching the Gospel, seeing people come to faith in Jesus, and serving others.
City Church is also a part of the Summit Collaborative. This is a church planting network that has a vision of planting 1,000 churches in our generation. The Summit Network believes in a three distinctives: Gospel, Balance, and multiplication.

Meet Jim Boyle
Executive Director
Jim is married to Helen and together they raised four beautiful daughters, two of whom are now married. Jim and Helen returned to Alpharetta 8 years ago after 20 years away that included living in Europe for 3 years.
Following a decision that the “second half” of his career would be dedicated to serving people and local community, Jim is blessed with the opportunity to serve at City Church leading production, as well as caring for the elderly in Jim and Helen’s local senior living business.
The first half of Jim’s professional life was spent in senior executive roles globally, Jim lead large businesses with operations in more than 40 countries. He traveled extensively developing successful for-profit business in mature and emerging markets.
While working globally offered the change to see the world and make friends across many countries, Jim is very much enjoying the fruits of remaining close to home and serving God’s people locally.
Jim earned a bachelor’s degree from Georgia State University, and Master of Business Administration from Loyola University Maryland.

Meet Dustin Willis
Elder
Dustin and his wife, Renie have two children and can often be found at a local sporting event or a Clemson Tiger football game on Saturdays. Dustin is an avid sports fan and coaches both youth football and baseball locally in Alpharetta, GA.
Dustin has served as a marketing executive; serving small businesses, start-ups, local churches and large faith-based nonprofits in North America and internationally. After an extended sabbatical from serving as elder, God has graciously, through the leadership of City Church, restored Dustin back into church leadership. Dustin currently serves as the Chief Marketing Officer for a Global Non-profit organization. Dustin & Renie love Alpharetta and have been praying for a move of God across the city.

Meet Allison Lowe
City Kids & Women’s Ministry Director
Allison is married to Billy and they have four kids (Emma, Addyson, Elliot, and Keller). Allison was born in Carrolton, TX and grew up in Johns Creek, GA. She attended Savannah College of Art and Design and Georgia Southern University. Upon graduation she excelled in a career in Commercial Architecture and Design. She and her husband, Billy, moved to Alpharetta, GA in January, 2018 to plant City Church. Since moving to Alpharetta Allison has practiced photograph. Allison joined the staff at City Church in 2023.

Meet Joe Outlaw
Elder
Joe and Margaret Outlaw have been married, well, let’s just say a long time, and are blessed to be known as “Mimi and Papa Joe” to their two grands, Tatum and JJ. Joe and Margaret are proud and thankful parents of Joseph and his wife, Tori (the parents of Tatum and JJ), their daughter Margaret Hunter; their son Samuel and his bride, Chloe, and their youngest son, Caleb.
The Outlaw clan moved from Myrtle Beach to Cumming in 2004. While living in Myrtle Beach, Joe and Margaret were called to help start a church, Carolina Forest Community Church, as lay-leaders serving in many capacities including Joe as an Elder. It was during this time that Joe felt called to serve more full-time with faith-based organizations. After 16 years in manufacturing, Joe joined the North American Mission Board (NAMB) as its CHRO, which blended his HR expertise with his passion for church planting.
In 2016, Joe transitioned to serve as the EVP of Talent Advancement with the Fellowship of Christian Athletes and now serves with the Georgia Baptist Mission Board. Joe and Margaret are honored to help lead City Church Students and serve in the small group ministry together as well.

Meet Sam Umar
Production Director
Sam is currently working as a security engineer at Lexus Nexus. He has been involved in the production ministry since College and he specializes in graphic design and videography. He loves serving in the local church and sees it as a way to use his skills to spread the gospel in the city.

Meet David Chung
Church Planting Resident
David came to America when he was 14 with his parents. He went to undergraduate at UNC-Greensboro majoring in Business Administration with Marketing Concentration. After graduating from college, He worked as a sales representative for several years until he was ready to start his own business. David had his own business for 10 years until God called him to a full-time ministry. He went to Southeastern Baptist Theological Seminary for my Master of Divinity program.
and completed his seminary in 2018.
David serviced 4 different Korean American churches mostly in college and young adult ministries since 2014. David is now prayerfully planning on planting a church to serve Asian Americans English speaking people in North Georgia.
David am married to Rael Minju Chung and they have a 4 year-old son together named Elijah Haram Chung.
